10 percent Reservation for Economically weak upper caste


The Union Cabinet has cleared 10% reservation in jobs and educational institutes for the ‘economically weak’ in the General Category. The Act amended Articles 15 and 16 of the constitution to bring this new change, in effect. This would bring the quota over and above the already existing 50% reservation.


The reservation benefit is likely to be availed by those whose –

  • Annual income falls below 8 lakhs.
  • Have agricultural land below 5 acres.
  • Have Residential area below 1000 sq ft.
  • Have a Residential plot below 109 yards in a notified municipality.
  • Have a Residential plot below 209 yards in a non-notified municipality.

Cabinet approves 10% reservation for the ‘economically weak’


The HRD Ministry announced that it will implement 10 percent reservation for economically weaker section of the general category from the 2019 academic session and increase around 25 percent seats in higher educational institutions and universities across the country.

Union Human Resource Development Minister Prakash Javadekar informed that the decision was taken at a meeting of officials from the ministry, University Grants Commission (UGC) and the All India Council of Technical Education (AICTE).

“The reservation will be implemented from the 2019-2020 academic session itself. Nearly 25 percent seats will be added to ensure that the reservation does not disturb the existing quota for SC, ST, and other categories. There are around 40,000 colleges and 900 universities across the country and supernumerary quota will be provided in these,” Javadekar told reporters.

However, many members of the opposition party still continue to believe that the entire announcement is an election gimmick. The Bill, however,  received favor from the President as well and set a record by being passed within 4 days of its introduction in the Parliament.

The Act has garnered positive as well as negative commentary, from the day of the announcement and while it can be seen as a political controversy, the question stands, “Is this helping the youth of our country in a meaningful and holistic way?”
